Request for Proposals (RFP) The Nexus between Context Sensitive Solutions (CSS) and Highway Safety

The purpose of this task is to undertake a comprehensive evaluation of various Context Sensitive Solution (CSS) highway elements and to evaluate those elements within the context of safety from a quantitative, substantive, analytical and technical perspective. This will be done in concert with other technical tools already available to the highway professional. These tools are the Highway Safety Manual, the IHSDM, Safety Analyst and the CRF Clearinghouse. Each of these resources serves the purpose of assisting transportation professionals in estimating the quantitative effects of flexibility in the potential implementation of alternative geometric, operational, and infrastructure improvements that may have multi-faceted socio-economic, livability and mobility objectives. By isolating the safety consequences of applying context sensitive design (CSD) principles the highway designer, safety engineer, planning team and the general public can make the best possible decisions for their community.

The overall goal of this work effort  is to develop easy procedures (potentially through lookup tables or other easily accessible methods) which can be readily applied to  substantive methods in making flexible, accountable and documentable decisions within established state and local roadway design criteria while minimizing  risk. It is anticipated that all final findings will be presented and published as an ITE Informational Report with a recommendation to potentially proceed with an ITE Recommended Practice (RP).
