This session discussed the goals and actions that can be taken to improve highway safety and promote the development of a national strategic highway safety plan.
In developing a strategic highway safety plan, three stages were outlined:
- Maintain and build momentum
- Set the stage for implementation and invest in long-term success
- Accelerate towards the zero deaths goal.
A safety culture plays a large part in the success of the zero deaths goal. Many traffic deaths are caused by human behavior, such as a lack of seat belt use and distracted driving, so education is key. Toward Zero Deaths needs to become a way of being, as everyone can incorporate a safety component into what they do.
FHWA has adopted a Toward Zero Deaths vision. The new MAP-21 legislation will provide support for U.S. DOT’s aggressive safety program and dramatically increase the program’s size. The Department’s roadway safety principals include:
- Collaboration for roadway safety
- Safer Behaviors
- Safer Roadways
- Empower Communities
- Accountability and managing for results.
