Portland recently restriped six blocks in downtown with a buffered bike lane. While that isn't a major accomplishment or capital investment by any means, the collaboration with the advocacy community and the grass roots group "Better Block" signals a shift towards collaboration between the local university, new leaders in the community, ITE professionals, and the public sector.
