Fundamentals of Risk Management for Road Agencies, Wednesday, March 11, 1:00 - 2:30 pm ET

This webinar is intended to help participants understand the tort liability/risk management process. The best means of defending a claim alleging a roadway deficiency is to proactively address road safety issues and potential hazards through ongoing road safety and risk management programs. In many situations, the lack of a defensible safety program, tracking process or basic documentation of inspections or decisions results in road agency liability. Topics to be covered include:

  • Concepts of risk management--identification, measurement and treatment of safety issues and potential hazards;
  • Tracking and complaint systems (e.g., the public, employee awareness, cultivating contacts, etc.);
  • Formalizing means to reduce your risk exposure both organizationally and individually:
    • Safety programs and tools
    • Information management (crash databases, inventories, inspection and investigation recordkeeping)
    • Documentation
    • Design exceptions
    • Prioritizing remedial action
    • Demonstrative case studies

All Lanes Running/Hard Shoulder Running, Tuesday, March 17, 10:30 am - 12:00 pm ET

In September 2014, a group of ITE delegates traveled to England in the United Kingdom on a study tour to learn about England's Highways Agency's technology initiatives, advances, and multimodal infrastructure. This webinar will discuss the all lanes running (ALR) concept implemented on a 117 -mile motorway, the M25 that encircles greater London. ALR combines technology with the conversion of hard shoulder to a permanent running lane to reduce congestion, ease traffic flow, and improve the reliability of motorists' journey. The second part of the webinar will cover experiences in the United States with hard shoulder running during the peak period, as well as research sponsored by the Federal Highway Administration.

Overview of ITE’s Proposed Recommended Practice, Wednesday, March 25, 12:00 - 1:30 pm ET

This webinar is an overview of ITE's Proposed Recommended Practice: Guidelines for Determining Traffic Signal Change and Clearance Intervals.The webinar will summarize major sections of the report. The state of the practice and recent literature will be shared that led the identification of the preferred approach and the various parameters used in the methodology. The recommended practice will be described including key definitions, formula, parameters, parameter values and application guidance for through and turning movements.
