The best means of defending a claim alleging a roadway deficiency is to proactively address road safety issues and potential hazards through ongoing road safety and risk management programs. In many situations, the lack of a defensible safety program, tracking process or basic documentation of inspections or decisions results in road agency liability. Topics to be covered include:

1) Concepts of risk management--identification, measurement and treatment of safety issues and potential hazards;
2) Tracking and complaint systems (e.g., the public, employee awareness, cultivating contacts, etc.);
3) Formalizing means to reduce your risk exposure both organizationally and individually;
4) Safety programs and tools;
5) Information management (crash databases, inventories, inspection and investigation record keeping)
